Andorra ratifizierte das \u00dcbereinkommen der Vereinten Nationen \u00fcber die Rechte des Kindes im Jahr 1996 und bekr\u00e4ftigte damit sein Engagement f\u00fcr globale Standards. Die Amtssprache ist Katalanisch, obwohl Spanisch, Franz\u00f6sisch und <a href=\"https:\/\/www.humanium.org\/de\/portugal\/\">Portugiesisch<\/a> weit verbreitet sind. Das Land entstand aus einem einzigartigen Co-Prinzipat, bei dem der franz\u00f6sische Staatspr\u00e4sident und der spanische Bischof von Urgell als Staatsoberhaupt fungieren. Das Land ist eine parlamentarischen Demokratie mit einer ausgepr\u00e4gten historischen Tradition.<\/p>\n\n\n\n<p>Alle vier Jahre finden Parlamentswahlen statt, um den Generalrat, das gesetzgebende Organ des Landes, zu w\u00e4hlen. Die H\u00e4lfte der 28 Sitze im Generalrat wird nach dem Verh\u00e4ltniswahlrecht aus nationalen Parteilisten und die andere H\u00e4lfte aus Gemeindelisten gew\u00e4hlt wird, um eine regionale Vertretung zu gew\u00e4hrleisten (Election Passport, n.d.).<\/p>\n\n\n\n<p>Mit einer florierenden Tourismusindustrie und einem starken Dienstleistungssektor erfreut sich Andorra wirtschaftlicher Stabilit\u00e4t und hat eine sehr niedrige Arbeitslosenquote (International Monetary Fund, 2023). Die KRK bildet nach wie vor die Grundlage der andorranischen Kinderrechtspolitik und gew\u00e4hrleistet die Einhaltung der weltweiten Standards. Andorra hat auch die Fakultativprotokolle zur KRK angenommen, die sich mit Themen wie <a href=\"https:\/\/www.humanium.org\/de\/kinderprostitution\/\">Kinderprostitution<\/a>, Kinderpornografie und der Beteiligung von <a href=\"https:\/\/www.humanium.org\/de\/kindersoldaten\/\">Kindern an bewaffneten Konflikten<\/a> befassen (Committee on the Rights of the Child, 2005).<\/p>\n\n\n\n<p>Auf regionaler Ebene hat Andorra umfassend mit dem Europarat zusammengearbeitet, um die Ma\u00dfnahmen zum Schutz von Kindern zu st\u00e4rken. Insbesondere ratifizierte das Land im Jahr 2014 die Lanzarote-Konvention, die sich auf die Bek\u00e4mpfung der <a href=\"https:\/\/www.humanium.org\/de\/die-sexuelle-ausbeutung-von-kindern\/\">sexuellen Ausbeutung und des Missbrauchs von Kindern<\/a> konzentriert (Council of Europe, n.d.). Im Jahr 2021 wurde mit Unterst\u00fctzung des Europarats der andorranische Nationale Aktionsplan f\u00fcr Kinder und Jugendliche ins Leben gerufen, der sich auf die Verhinderung von Missbrauch und die st\u00e4rkere Beteiligung von Kindern an der politischen Entscheidungsfindung konzentriert (Council of Europe, 2022).<\/p>\n\n\n\n<p>Auf nationaler Ebene hat Andorra einen soliden Rechtsrahmen zum Schutz der Kinderrechte geschaffen. Das Land regelt die <a href=\"https:\/\/www.humanium.org\/de\/kinderarbeit-2\/\">Kinderarbeit<\/a> streng und verbietet Kindern unter 14 Jahren die Arbeit und begrenzt die ungef\u00e4hrliche Arbeit f\u00fcr 14- bis 15-j\u00e4hrige auf zwei Monate im Jahr, wobei sichergestellt wird, dass sie nicht mit ihrer Ausbildung kollidiert (U.S. Department of State, 2022).&nbsp;<\/p>\n\n\n\n<p>Dar\u00fcber hinaus hat Andorra eine Ombudsstelle eingerichtet, \u00fcber die sich B\u00fcrgerinnen und B\u00fcrger ohne Einflussnahme der Beschuldigten gegen Institutionen, einschlie\u00dflich der Regierung, beschweren k\u00f6nnen. Das B\u00fcro des andorranischen Ombudsmanns konzentriert sich insbesondere auf die Rechte von Kindern und bietet eine Plattform, um Verst\u00f6\u00dfe anzusprechen und Rechenschaft zu gew\u00e4hrleisten (United Nations, 2012).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Ber\u00fccksichtigung der Bed\u00fcrfnisse von Kindern in Andorra<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><a href=\"https:\/\/www.humanium.org\/de\/recht-bildung-weltweit\/\">Recht auf Bildung<\/a><\/h3>\n\n\n\n<p>Die Verfassung des F\u00fcrstentums Andorra garantiert das Recht auf Bildung f\u00fcr alle Menschen (Constitution of the Principality of Andorra, 1993). Das Land hat drei nebeneinander existierende \u00f6ffentliche Bildungssysteme: Andorranisch, Franz\u00f6sisch und Spanisch, wobei die Eltern die M\u00f6glichkeit haben, das bevorzugte System f\u00fcr ihre Kinder zu w\u00e4hlen. Unabh\u00e4ngig vom gew\u00e4hlten System ist der Unterricht f\u00fcr Kinder im Alter von 6 bis 16 Jahren kostenlos und obligatorisch, wobei die Schulpflicht von der Grundschule bis zur Sekundarstufe reicht (Visit World, 2022).<\/p>\n\n\n\n<p>Die Struktur des Bildungswesens in Andorra gliedert sich in mehrere Stufen, und zwar in die m\u00fctterliche, die prim\u00e4re, die sekund\u00e4re und die terti\u00e4re Bildung. Wie bereits erw\u00e4hnt, sind die Primar- und Sekundarstufe f\u00fcr alle Einwohner, auch f\u00fcr Ausl\u00e4nder, obligatorisch, w\u00e4hrend die M\u00fctter- und die Terti\u00e4rstufe fakultativ sind (Jase Rodley, 2023). Homeschooling ist auf keiner Stufe m\u00f6glich.<\/p>\n\n\n\n<p>Andorra r\u00fchmt sich einer 100-prozentigen <a href=\"https:\/\/www.humanium.org\/de\/humanium-feiert-den-internationalen-tag-der-alphabetisierung\/\">Alphabetisierungsrate<\/a> unter Erwachsenen, was die Qualit\u00e4t seines Bildungssystems und die f\u00fcr diesen Bereich bereitgestellten Ressourcen widerspiegelt. Im Jahr 2023 wurden fast 13 Prozent der gesamten Staatsausgaben in Andorra f\u00fcr Bildung aufgewendet (WorldBank, 2023).<\/p>\n\n\n\n<p>Andorras Engagement f\u00fcr <a href=\"https:\/\/www.humanium.org\/de\/inklusive-bildung-fuer-kinder-mit-behinderungen-in-europa\/\">integrative Bildung<\/a> ist ebenfalls bemerkenswert. Das Land hat ein fortschrittliches System entwickelt, bei dem alle Kinder, einschlie\u00dflich derjenigen mit Behinderungen und aus <a href=\"https:\/\/www.humanium.org\/de\/der-aktuelle-kampf-der-migrantenkinder-in-spanien\/\">Migrantenfamilien<\/a>, in die Regelklassen integriert werden. Dieser integrative Ansatz stellt sicher, dass jedes Kind die notwendige Unterst\u00fctzung erh\u00e4lt, um akademisch und sozial erfolgreich zu sein (Council of Europe, 2016).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a href=\"https:\/\/www.humanium.org\/de\/das-recht-auf-gesundheit\/\">Recht auf Gesundheit<\/a><\/h3>\n\n\n\n<p>In Andorra wird das Recht der Kinder auf Gesundheit durch umfassende Rechtsvorschriften und strategische Initiativen gewahrt. Die Verfassung garantiert das Recht auf Gesundheitsversorgung f\u00fcr alle B\u00fcrger, auch f\u00fcr Kinder (European Observatory on Health Systems and Policies, 2004). Dar\u00fcber hinaus stellt das Gesundheitssystem des Landes sicher, dass alle Kinder, unabh\u00e4ngig von ihrem legalen Aufenthaltsstatus, Zugang zu den notwendigen medizinischen Leistungen haben, was insbesondere f\u00fcr <a href=\"https:\/\/www.humanium.org\/de\/der-aktuelle-kampf-der-migrantenkinder-in-spanien\/\">Migrantenkinder<\/a> von Bedeutung ist (United Nations, 2023).<\/p>\n\n\n\n<p>Das andorranische Gesundheitssystem basiert auf einem Sozialversicherungsmodell. Etwa 92&nbsp;% der Bev\u00f6lkerung sind durch das \u00f6ffentliche System CASS (la Caixa Andorrana de Seguretat Social\/das andorranische Amt f\u00fcr soziale Sicherheit) abgedeckt, das f\u00fcr alle Erwerbst\u00e4tigen vorgeschrieben ist. Danach erhalten Kinder von Eltern, die andorranische Staatsb\u00fcrger sind, automatisch die andorranische Staatsangeh\u00f6rigkeit, unabh\u00e4ngig von ihrem Geburtsort. In Andorra geborene Kinder von nicht andorranischen Eltern k\u00f6nnen die Staatsb\u00fcrgerschaft erhalten, wenn ein Elternteil in Andorra geboren wurde und zum Zeitpunkt der Geburt des Kindes seinen st\u00e4ndigen Wohnsitz in Andorra hatte. <\/p>\n\n\n\n<p>Wenn beide Elternteile vor der Geburt des Kindes mindestens 10 Jahre lang ihren st\u00e4ndigen Wohnsitz in Andorra hatten, k\u00f6nnen auch die Kinder dieser Eltern die andorranische Staatsb\u00fcrgerschaft erhalten. Auch Kinder staatenloser Eltern erhalten die andorranische Staatsangeh\u00f6rigkeit, sofern sie nicht die Staatsangeh\u00f6rigkeit eines Elternteils erhalten (Inimex, n.d).<\/p>\n\n\n\n<p>F\u00fcr Kinder ausl\u00e4ndischer Eltern, die in Andorra geboren werden, gibt es jedoch Probleme. So k\u00f6nnen in Andorra geborene Kinder ausl\u00e4ndischer Eltern die andorranische Staatsangeh\u00f6rigkeit erst nach 10 Jahren erwerben. Au\u00dferdem ist eine doppelte Staatsb\u00fcrgerschaft nicht m\u00f6glich.
