{"id":61730,"date":"2023-04-25T07:03:33","date_gmt":"2023-04-25T07:03:33","guid":{"rendered":"https:\/\/www.humanium.org\/en\/?p=61730"},"modified":"2025-12-05T16:16:28","modified_gmt":"2025-12-05T16:16:28","slug":"the-rohingyas-torment-thousands-of-children-endangered-in-myanmar-and-bangladesh","status":"publish","type":"post","link":"https:\/\/www.humanium.org\/en\/the-rohingyas-torment-thousands-of-children-endangered-in-myanmar-and-bangladesh\/","title":{"rendered":"<strong>The Rohingya\u2019s torment: thousands of children endangered in Myanmar and Bangladesh<\/strong>"},"content":{"rendered":"\n<p><strong>The Rohingyas are among the world\u2019s most persecuted <\/strong><strong>minorities<\/strong><strong>. The long-standing <\/strong><a href=\"https:\/\/www.humanium.org\/en\/nondiscrimination\/\"><strong>discrimination<\/strong><\/a><strong> and escalating brutality in <\/strong><a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\"><strong>Myanmar<\/strong><\/a><strong> have been depriving the Rohingyas of the enjoyment of a humane and <\/strong><a href=\"https:\/\/www.humanium.org\/en\/protection\/\"><strong>safe life<\/strong><\/a><strong>, for decades. Those who are extremely vulnerable to such <\/strong><a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\"><strong>abuses<\/strong><\/a><strong> are precisely the <\/strong><strong>children from this minority<\/strong><strong> group. Furthermore, the Rohingyas also face an inhospitable and unsanitary environment in <\/strong><a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\"><strong>Bangladesh<\/strong><\/a><strong>, which is stripping the Rohingyas children, faced already with <\/strong><a href=\"https:\/\/www.humanium.org\/en\/stateless-invisible\/\"><strong>stateless<\/strong><\/a><strong><a href=\"https:\/\/www.humanium.org\/en\/stateless-invisible\/\">ness,<\/a> <\/strong><a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\"><strong>mistreatment<\/strong><\/a><strong> and <\/strong><a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\"><strong>exodus<\/strong><\/a><strong>, of their <\/strong><a href=\"https:\/\/www.humanium.org\/en\/fundamental-rights\/\"><strong>basic human rights<\/strong><\/a><strong>.&nbsp;<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Rohingyas: a community of Muslims in <\/strong><a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\"><strong>Myanmar<\/strong><\/a><strong>&nbsp;<\/strong><\/h2>\n\n\n\n<p>The Rohingyas are a group of individuals, of the Muslim religion, generally concentrated in the Rakhine State in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> (Encyclopeadia Britannica, 2023). The Rohingya community is considered a minority in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> and constitutes around one-third of the Buddhist majority population in Rakhine State (Encyclopeadia Britannica, 2023). The Rohingyas speak \u201cRohingya or Ruaingga, a dialect that is distinct to others spoken throughout <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a>\u201d (Al Jazeera, 2018).&nbsp;<\/p>\n\n\n\n<p>The Rohingyas\u2019 \u201cdistinct ethnic, cultural, and linguistic community\u201d can be traced to the late 7<sup>th<\/sup> century (Encyclopeadia Britannica, 2023). Indeed, the Rohingya people stated that \u201cthey are descendants of Muslims, perhaps Persian and Arab traders, who came to <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar&nbsp;<\/a>generations ago\u201d (The Guardian, 2017).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A brief review of the Rohingyas history&nbsp;<\/strong><\/h2>\n\n\n\n<p>The refusal of <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> to recognize the existence of the Rohingyas has its \u201croots in Britain\u2019s colonization of Burma\u201d, a former province under British rule, which now constitutes the country of <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> (National Geographic, 2019). During this period, a considerable amount of \u201c<a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">migration<\/a> of laborers to Burma from neighbouring South Asia\u201d occurred, which was considered an internal movement by the British administration (Human Rights Watch, 2000). At the time, this \u201c<a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">migration<\/a> of labourers was viewed negatively by the majority of the native population\u201d of Burma (<em>current <\/em><a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\"><em>Myanmar<\/em><\/a>) (Al Jazeera, 2018).&nbsp;<\/p>\n\n\n\n<p>Following the independence of <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> from British ruling, the government viewed the <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">migration<\/a> that occurred during British ruling as \u201cillegal\u201d, and on this basis, <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> refused \u201ccitizenship to the majority of Rohingya\u201d (Human Rights Watch, 2000). For this reason, the Rohingyas are perceived by many in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> \u201cas illegal immigrants\u201d and consequently, they suffer from \u201csystematic <a href=\"https:\/\/www.humanium.org\/en\/nondiscrimination\/\">discrimination<\/a>\u201d (The Guardian, 2017).&nbsp;<\/p>\n\n\n\n<p>In 1948, the government of <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> passed the Union Citizenship Act, \u201cdefining which ethnicities could gain citizenship\u201d (Al Jazeera, 2018). The Rohingyas were not included as an ethnicity to benefit from this Act (Allard K. Lowenstein International Human Rights Clinic &#8211; Yale Law School, 2015). The Rohingyas could still apply for identity cards under the former regime (Al Jazeera, 2018). However, after the 1962 military coup in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a>, which lead to a Military Dictatorship, the livelihoods of the Rohingyas changed drastically (Kipgen, 2011; Al Jazeera, 2018).&nbsp;<\/p>\n\n\n\n<p>Subsequently, \u201call citizens were required to obtain national registration cards\u201d and the Rohingya \u201cwere only given foreign identity cards\u201d (Al Jazeera, 2018). More drastically, a new citizenship law was passed in 1982 and the Rohingyas were \u201cnot recognised as one of the country\u2019s 135 ethnic groups\u201d in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> (Al Jazeera, 2018). In view of the fact that a <a href=\"https:\/\/www.humanium.org\/en\/stateless-invisible\/\">stateless<\/a> person is defined as \u201csomeone who is not recognised as a citizen under the laws of any country, which means, simply, that they hold no nationality\u201d, and in view of the above-mentioned enacted law by <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a>, the Rohingyas were rendered <a href=\"https:\/\/www.humanium.org\/en\/stateless-invisible\/\">stateless<\/a> (M\u00e9decins Sans Fronti\u00e8res, 2022).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Rohingyas as a <\/strong><a href=\"https:\/\/www.humanium.org\/en\/stateless-invisible\/\"><strong>stateless<\/strong><\/a><strong> and persecuted population in <\/strong><a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\"><strong>Myanmar<\/strong><\/a><strong>&nbsp;<\/strong><\/h2>\n\n\n\n<p>Given the above-mentioned denial of essential paperwork, <em>i.e.,<\/em> an identification card or citizenship, the rights of the Rohingyas to vote, \u201cstudy, work, travel, marry, practice their <a href=\"https:\/\/www.humanium.org\/en\/children-and-religions\/\">religion<\/a> and access <a href=\"https:\/\/www.humanium.org\/en\/fundamental-rights-2\/health\/\">health<\/a> services\u201d are effectively affected and restricted (Al Jazeera, 2018). Concretely, it has been estimated that \u201c447,000 (<em>Rohingyas<\/em>) live in villages where they have little freedom of movement\u201d (UNHCR &#8211; The UN Refugee Agency, 2022).&nbsp;<\/p>\n\n\n\n<p>The Rohingya children suffer from various consequences due to their <a href=\"https:\/\/www.humanium.org\/en\/stateless-invisible\/\">stateless<\/a> status. First and foremost, they have difficulties accessing education<strong>, <\/strong>either due to explicit <a href=\"https:\/\/www.humanium.org\/en\/nondiscrimination\/\">discriminatory<\/a> rules \u201cwhich exclude them from school\u201d, or due to policies \u201cthat should enable them to go to school\u201d which are not enforced (Save the Children, 2021). Furthermore, they have \u201cvery limited access to <a href=\"https:\/\/www.humanium.org\/en\/fundamental-rights-2\/health\/\">health care<\/a> in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a>, and the majority did not receive routine vaccinations\u201d and \u201cthis makes them highly vulnerable to <a href=\"https:\/\/www.humanium.org\/en\/childhood-illnesses\/\">preventable diseases<\/a>\u201d (M\u00e9decins sans Fronti\u00e8res, 2018).&nbsp;<\/p>\n\n\n\n<p>In addition, \u201cfinancial pressures and cultural attitudes about girls\u2019 <a href=\"https:\/\/www.humanium.org\/en\/right-to-education\/\">education<\/a> mean Rohingya adolescent girls are even less likely to go to school, and more likely to be <a href=\"https:\/\/www.humanium.org\/en\/child-marriage\/\">married off early<\/a>\u201d (Save the Children, 2021). Stemming from the discrimination they suffer from, the Rohingyas children face the risk of \u201carrest and <a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\">detention<\/a> and \u201cconfinement in immigration <a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\">detention<\/a> centres and <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugee<\/a> camps\u201d (Save the Children, 2021).&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"719\" src=\"https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-1024x719.jpg\" alt=\"\" class=\"wp-image-61732\" srcset=\"https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-1024x719.jpg 1024w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-300x211.jpg 300w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-768x539.jpg 768w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-1536x1078.jpg 1536w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-2048x1438.jpg 2048w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-830x583.jpg 830w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-230x161.jpg 230w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-350x246.jpg 350w, https:\/\/www.humanium.org\/en\/wp-content\/uploads\/2023\/04\/shutterstock_612689939-480x337.jpg 480w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Likewise, without the possession of legal identity documents, the children \u201care at the mercy of traffickers and drug dealers\u201d (UN News, 2019). This discrimination can moreover<strong> <\/strong>be \u201ccirculated online and in media by state officials, which threatens children\u2019s safety\u201d (Save the Children, 2021).&nbsp;<\/p>\n\n\n\n<p>Already in April 2013, Human Rights Watch warned the world that <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> was \u201cconducting a&nbsp;campaign of ethnic cleansing&nbsp;against the Rohingya\u201d (Human Rights Watch, 2013). The Rohingya who&nbsp;have remained in Rakhine State are facing \u201csystematic <a href=\"https:\/\/www.humanium.org\/en\/abuse\/\">abuses&nbsp;<\/a>that amount to the crimes against humanity of&nbsp;apartheid, persecution, and deprivation of liberty\u201d (Human Rights Watch, 2022).<\/p>\n\n\n\n<p>The government of <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a>, to this day, \u201crepeatedly rejected accusations of <a href=\"https:\/\/www.humanium.org\/en\/abuse\/\">abuses<\/a>\u201d committed against the Rohingyas on its territory (Al Jazeera, 2018). Ever since 2017, \u201cmore than one million Rohingya <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugees<\/a>, half of whom are children, have lived in <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">cramped camps<\/a> after being <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">violently forced from their homes<\/a> across the border in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> to escape unimaginable <a href=\"https:\/\/www.humanium.org\/en\/abuse\/\">violence<\/a>\u201d (Save the Children, n.d.).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Rohingyas children seeking <\/strong><a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\"><strong>refuge<\/strong><\/a><strong> in <\/strong><a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\"><strong>Bangladesh<\/strong><\/a><\/h2>\n\n\n\n<p>The Rohingyas have been forced to <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">flee<\/a> to neighbouring countries, ever since the late 1970s (Al Jazeera, 2018). However, this movement was aggravated due to the recent widespread, governmental violence and persecution committed against the Rohingyas.&nbsp;<\/p>\n\n\n\n<p>Over 700,000 Rohingyas have embarked on a dangerous journey at sea, from which many \u2013 including children \u2013 have lost their lives, in order to reach <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladesh<\/a> (Save the Children, n.d.; UNHCR &#8211; The UN Refugee Agency, 2022). The reality is that 55% of Rohingyas <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugees<\/a> are \u201cyounger than 18 years of age\u201d, and that in <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladesh<\/a>, \u201cover 450,000 Rohingya <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugees<\/a>\u201d are children (UNHCR &#8211; The UN Refugee Agency, n.d.; Save the Children, n.d.).&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cMany Rohingya <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugee<\/a> children in <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladesh<\/a> have witnessed atrocities in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> no child should ever see, and all have suffered tremendous loss.\u201d <\/p>\n<cite>\u2013 Anthony Lake, UNICEF Executive Director (UNICEF, 2017)<\/cite><\/blockquote>\n\n\n\n<p>Having reached their destination in <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladesh<\/a> in the hope of finding a safe haven, the Rohingyas and their children are, again, faced with similar difficulties to those in <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a>. The Rohingyas are being crammed and placed in shelters situated in <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugee<\/a> camps, which are highly <a href=\"https:\/\/www.humanium.org\/en\/fundamental-rights-2\/health\/\">unsanitary<\/a> (M\u00e9decins Sans Fronti\u00e8res, 2020).&nbsp;<\/p>\n\n\n\n<p>This causes the Rohingyas to be more prone to catch <a href=\"https:\/\/www.humanium.org\/en\/childhood-illnesses\/\">illnesses and diseases<\/a> and puts Rohingya children particularly <a href=\"https:\/\/www.humanium.org\/en\/childhood-illnesses\/\">at risk<\/a> (M\u00e9decins Sans Fronti\u00e8res, 2020; UNCHR &#8211; The UN Refugee Agency, 2022). To make it even worse, uncontrollable fires and the heavy rainfall of the monsoon render the living situation in these camps to be unbearable and highly hazardous (The Guardian, 2022; UNCHR &#8211; The UN Refugee Agency, 2022).&nbsp;<\/p>\n\n\n\n<p>In addition, Rohingya children are not registered when they are born in <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugee<\/a> camps and are not provided with a legal identity, or <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugee<\/a> status (UNICEF, 2019). This continued lack of identification hinders the <a href=\"https:\/\/www.humanium.org\/en\/fundamental-rights\/\">basic human rights<\/a> of Rohingya children, such as access to <a href=\"https:\/\/www.humanium.org\/en\/right-to-education\/\">education<\/a> and to <a href=\"https:\/\/www.humanium.org\/en\/fundamental-rights-2\/health\/\">health<\/a> services.&nbsp;<\/p>\n\n\n\n<p>Furthermore, the <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladeshi<\/a> Police are targeting and committing <a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\">assaults<\/a>, \u201cextortion, <a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\">arbitrary arrests<\/a>, and harassment\u201d on the Rohingya <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugees<\/a> (Human Rights Watch, 2023) which falls in line with <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladesh<\/a>\u2019s inability to handle the <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugee<\/a> crisis and its inhospitable policy to induce the repatriation of Rohingyas <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugees<\/a> to <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> (Aljazeera, 2022).&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>An international call for action<\/strong><\/h2>\n\n\n\n<p>The constant persecution and <a href=\"https:\/\/www.humanium.org\/en\/nondiscrimination\/\">discrimination<\/a> suffered by the Rohingyas and their children, leading to recounted acts of <a href=\"https:\/\/www.humanium.org\/en\/abuse\/\">violence<\/a> and alarming accounts of <a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\">child deaths<\/a>, surpassed with the current <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugee<\/a> crisis, places the Rohingyas, and one of its most vulnerable groups, its children, in a situation calling for immediate action and remedy.&nbsp;<\/p>\n\n\n\n<p>For this reason, Humanium calls onto the government of <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a>, as a matter of priority, to \u201cimmediately amend its <a href=\"https:\/\/www.humanium.org\/en\/nondiscrimination\/\">discriminatory<\/a> 1982 Citizenship Law\u201d in order to finally provide the Rohingyas equal access to <a href=\"https:\/\/www.humanium.org\/en\/myanmar\/\">Myanmar<\/a> citizenship and to ensure the <a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\">security<\/a> of the Rohingyas \u201cfrom abusive security forces and other groups\u201d (Human Rights Watch, 2022).&nbsp;<\/p>\n\n\n\n<p>For the sake of the Rohingyas and their children currently facing hardship in <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladesh<\/a>, Humanium calls on the government of <a href=\"https:\/\/www.humanium.org\/en\/bangladesh\/\">Bangladesh<\/a> to uphold its \u201cresponsibility under international human rights law to ensure that the rights of everyone in its jurisdiction, including <a href=\"https:\/\/www.humanium.org\/en\/displaced-children\/\">refugees<\/a>, are protected, and to investigate allegations of <a href=\"https:\/\/www.humanium.org\/en\/children-in-war\/\">abuses<\/a> by government security forces and hold those responsible to account\u201d (Human Rights Watch, 2023).&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\"
