N\u00e9glig\u00e9s de l\u2019Etat et marginalis\u00e9s par la communaut\u00e9, leur droit \u00e0 l\u2019\u00e9ducation est compl\u00e8tement bafou\u00e9.<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<h3>D\u00e9finition du handicap<\/h3>\n<p>Selon l\u2019Organisation Mondiale de la Sant\u00e9, \u00ab est handicap\u00e9e toute personne dont l\u2019int\u00e9grit\u00e9 physique ou mentale est passag\u00e8rement ou d\u00e9finitivement diminu\u00e9e, soit cong\u00e9nitalement, soit sous l\u2019effet de l\u2019\u00e2ge ou d\u2019un accident, en sorte que son autonomie, son aptitude \u00e0 fr\u00e9quenter l\u2019\u00e9cole ou \u00e0 occuper un emploi s\u2019en trouvent compromise. \u00bb<\/p>\n<p>&nbsp;<\/p>\n<h3>Le handicap est per\u00e7u comme une mal\u00e9diction<\/h3>\n<p>Enfant de malheur, enfant sorcier, ou encore enfant serpent sont des termes que vous entendrez faisant r\u00e9f\u00e9rence aux enfants en situation de handicap en C\u00f4te d\u2019Ivoire, qui sont donc tr\u00e8s largement discrimin\u00e9s au sein de la soci\u00e9t\u00e9.<\/p>\n<p>En c\u00f4te d\u2019ivoire, il est possible d\u2019avoir un enfant en situation de handicap dans son voisinage et ne pas avoir connaissance de son existence.<\/p>\n<p>Le handicap est tabou, il repr\u00e9sente un sujet qui f\u00e2che, qui d\u00e9range. \u00a0En effet, avoir un enfant en situation de handicap est presque consid\u00e9r\u00e9 comme une mal\u00e9diction selon l\u2019id\u00e9ologie sociale traditionnelle.<br \/>\nDans les zones rurales, il existe des rites d\u2019accompagnement pour supprimer ces \u2018enfants de malheur\u2019 car le peu de moyens dont disposent ces familles sont destin\u00e9s aux enfants valides. \u00a0Alors certains parents, \u00e0 cause du regard des autres, cachent leurs enfants chez eux sans jamais les montrer.<\/p>\n<p>D\u2019autres, plus courageux, les envoient dans les lieux publics mais pas sans peine. Regards insistants voire m\u00e9prisants, commentaires d\u00e9plac\u00e9s, questions incongrues font route avec eux.<\/p>\n<p>&nbsp;<\/p>\n<h3>Forte ignorance sur le handicap en g\u00e9n\u00e9ral<\/h3>\n<p>Il y\u2019a un manque d\u2019informations \u00e9norme sur le handicap en C\u00f4te d\u2019Ivoire. Les enfants souffrants de handicap sont rejet\u00e9s, tr\u00e8s souvent, simplement par ignorance. Ces enfants apparaissent comme des personnes diff\u00e9rentes et bizarres qui pourraient contaminer les autres.<\/p>\n<p>Pour les tr\u00e8s superstitieux, un enfant en situation de handicap est souvent le fruit de pratiques mystiques des parents. Ainsi, chacun y vas de son interpr\u00e9tation et les causes r\u00e9elles sont m\u00e9connues.<\/p>\n<p>Plus grave encore, parfois, m\u00eame les parents des enfants en situation de handicap ignorent tout du handicap de leur enfant. Cela s\u2019observe surtout pour les enfants en situation de handicap intellectuel. Ils sont tous class\u00e9s dans la m\u00eame cat\u00e9gorie en C\u00f4te d\u2019Ivoire, quel que soit le handicap \u00ab enfants b\u00eate-b\u00eate\u00a0\u00bb c\u2019est-\u00e0-dire enfant anormal.<\/p>\n<p>Et pour cause, dans les h\u00f4pitaux publics, peu de m\u00e9decins prennent le temps d\u2019expliquer aux parents les causes du handicap et les cons\u00e9quences qu\u2019il aura sur le d\u00e9veloppement de l\u2019enfant. \u00a0Il appartient aux parents de faire leurs propres recherches pour en savoir plus en glanant des informations \u00e7\u00e0 et l\u00e0, principalement sur internet. Cependant, sachant qu\u2019en C\u00f4te d\u2019Ivoire le taux d\u2019analphab\u00e9tisme est de 51% (Unesco, 2013), cette option n\u2019est utilis\u00e9e que par tr\u00e8s peu de parents.<\/p>\n<p>&nbsp;<\/p>\n<h3>Une aide existante mais insuffisante<\/h3>\n<p>Il existe en C\u00f4te d\u2019Ivoire deux \u00e9tablissements pour enfants en situation de handicap : l\u2019INIPA (Institut National Ivoirien pour la Promotion des Aveugles et l\u2019ECIS (Ecole Ivoirienne pour les Sourds). Ces \u00e9tablissements existent depuis 1974. C\u2019est-\u00e0-dire que depuis plus de 40 ans les choses sont au niveau \u00e9tatique. De plus, ils ne concernent que les enfants handicap\u00e9s sensoriels. Pour les enfants en situation de handicap intellectuel, outre des initiatives priv\u00e9es, il n\u2019existe aucune structure de prise en charge relevant de l\u2019Etat .<\/p>\n<p>Des initiatives priv\u00e9es il y\u2019en a. Certaines structures priv\u00e9es accordent des prises en charge aux parents pour all\u00e9ger les charges financi\u00e8res.<\/p>\n<p>Par ailleurs il existe en C\u00f4te d\u2019Ivoire des centres qui s\u2019occupent des enfants en situation de handicap. On pourra citer entre autres la page blanche, L\u2019Association pour la R\u00e9insertion des Enfants par une \u00c9ducation Adapt\u00e9e. Avec une \u00e9quipe compos\u00e9e d\u2019\u00e9ducateurs sp\u00e9cialis\u00e9s, d\u2019\u00e9ducateurs pr\u00e9scolaires, d\u2019un kin\u00e9sith\u00e9rapeute et bien d\u2019autres professionnels, ils assurent l\u2019\u00e9ducation des enfants infirmes moteurs c\u00e9r\u00e9braux, trisomiques, autistes et d\u2019autres enfants atteints de troubles divers\u00a0. Toutefois, leur capacit\u00e9 d\u2019accueil est tr\u00e8s limit\u00e9e.<\/p>\n<p>&nbsp;<\/p>\n<h3>Prise de conscience des autorit\u00e9s<\/h3>\n<p>Le gouvernement ivoirien commence \u00e0 penser \u00e0 l\u2019\u00e9cole pour tous \u00e0 travers le projet \u00ab Ecole int\u00e9gratrice \u00bb dans l\u2019enseignement primaire ivoirien. Il est \u00a0\u00e0 l\u2019initiative du Minist\u00e8re en charge des affaires sociales.<br \/>\nCe projet consiste \u00e0 r\u00e9unir dans une m\u00eame classe des enfants dits normaux et des enfants en situation de handicap qui re\u00e7oivent les m\u00eames cours d\u2019un seul et m\u00eame enseignant. Le projet n\u2019est encore qu\u2019\u00e0 sa phase exp\u00e9rimentale mais semble \u00eatre sur la bonne voie.<\/p>\n<p>Pour l\u2019\u00e9ducation des enfants en situation de handicap il reste encore beaucoup \u00e0 faire en C\u00f4te d\u2019Ivoire. Une sensibilisation sur le handicap de fa\u00e7on g\u00e9n\u00e9rale se r\u00e9v\u00e8le indispensable pour que cessent les discriminations.
